Vincent and Pino stumbles onto war-torn Halos, where they are caught in a war between the dome’s human inhabitants and its autonomous AutoReivs.
On their way to Mosque, Vincent and Pino are caught in between a fight between humans from Halos Dome City and its AutoReivs. I’m guessing these AutoReivs are infected with the Cogito Virus or else they wouldn’t be attacking humans.
It’s only been a few hours since Vincent and Pino have arrived, but during this time, some of the Halos soldiers are brutally murdered and the general blames Vincent. They don’t’ really accuse him (or else he’ll be dead), but they put him in prison just in case.
Their next door neighbor is a Oracle-wannabe, crazy bitch. She starts rambling bunch of nonsense which makes Vincent lose control of his body. He falls to the floor and starts shaking and thinking about the past. He asks himself if he’s the “angel of death” (the word he used was “shinigami”) and thinks about all those who died around him. He now thinks there is something inside him that changes him to something else.
At this time, the AutoReivs have destroyed the city and conquered the Halos. They come and free the crazy lady, but as soon as they open Vincent’s cell, the scene ends and leaves you with “something just happened” feeling.
Apparently, there is another Proxy in this city - it is responsible for the death of those soldiers. You see this Proxy killing some soldiers and the captain who was on a chopper. It then drops the chopper down on the crazy lady who was standing below prophesizing and praying to the Proxy. The building is on fire when you see the old Proxy from before (the one that came to Re-l’s house in episode one) coming through the flames.
The two Proxies go at it in a fierce battle. The other Proxy gets her (yeah, she has boobies and stuff) ass kicked and the male Proxy finishes her off (this scene is too intense for words - look at the pictures below).
The episode ends with some cunning-looking dude walk up to the dead female Proxy and pick up a card: Joker.

You would describe the dude at the end as “cunning looking” whereas Spim Ransley would describe him as “slightly flowery.”
