Okay, Djinn did this last year...but I don't see him anywhere, so I'll do this.
The premise is simple. Every character who got knocked out in the first round* of Season 13 of the RPG Tournament gets a second chance to perform here. Let's see how well these characters stack up against each other!
*Lynx will be the 16th character. Though he came back as a wild card entry, he did lose to the eventual champion, KOS-MOS. Perhaps cats really do have nine lives?
After sending the 16 competitors through a random number generator...
Round One
Sheena (Tales of Symphonia) vs. Cinna (Final Fantasy IX)
Ursula (Final Fantasy IV: The After Years) vs. chaos (Xenosaga)
Serion (Disgaia 2) vs. Lloyd (Tales of Symphonia)
Drachma (Skies of Arcadia) vs. Lynx (Chrono Cross)
Xemnas (Kingdom Hearts II) vs. Harle (Chrono Cross)
Geo Stellar (Mega Man Star Force 3) vs. Storm (X-Men Legends II)
Yukimaru (Disgaia 2) vs. Worker 8 (Final Fantasy Tactics)
Zidane (Final Fantasy IX) vs. Vivi (Final Fantasy IX)
Voting for these eight matches begins now and will end next Thursday, April 1st, at 10 PM (Eastern Time)!

So, you quoted my entire post just to point that out huh? Whatever...
It now reads: Ursula (Breath of Fire IV)

Yes. Yes I did. I was far too lazy to single out the one area that needed attention. Anyways, fantabulous!
FYI: Ursula (Breath of Fire IV) went on past her first match to eventually be defeated by Shadow (Final Fantasy VI). The Ursula you're looking for is Ursula (Final Fantasy IV: The After Years).

Red, you could have pointed that out the first time...:neko_010:
As for my votes:
Sheena (Tales of Symphonia) vs. Cinna (Final Fantasy IX)
This is pretty much a free win for Sheena. Cinna might be able to steal her weapons, but the odds of that are pretty low. Besides, Cinna has around 98 HP, so I doubt he'll be a problem.
Ursula (Final Fantasy IV: The After Years) vs. chaos (Xenosaga)
This match would be a bit closer, but I am going to give it to chaos. He has some devastating light-based ether skills and decent evasion stats. It will be close, but he takes this one.
Serion (Disgaia 2) vs. Lloyd (Tales of Symphonia)
Serion is immune to magic, but that won't help him here. Lloyd isn't very bright, but he knows how to use his blades, so he'll be cutting down the Masked Man.
Drachma (Skies of Arcadia) vs. Lynx (Chrono Cross)
Both Lynx and Drachma are heavy hitters, but Drachma has the higher stamina by far. That, and he has his instant death skill. It just isn't the year for Lynx.
Xemnas (Kingdom Hearts II) vs. Harle (Chrono Cross)
Xenmas is fairly weak for a final boss. His HP totals are really sub par and Harle can buff her defenses. One Ultranova element, coming right up!
Geo Stellar (Mega Man Star Force 3) vs. Storm (X-Men Legends II)
Geo Stellar is faster than Storm and clearly has the power advantage. That will be all he needs to take out Storm.
Yukimaru (Disgaia 2) vs. Worker 8 (Final Fantasy Tactics)
Due to Worker 8's high defense stats and immunity to magic, Yukimaru will have a tough time delivering damage. As if that were bad enough, Worker 8 also has his instant death move.
Zidane (Final Fantasy IX) vs. Vivi (Final Fantasy IX)
Out of all the pairings that could of happened, Zidane and Vivi find themselves on the opposite side of the battlefield for the first time. Zidane has a definite speed and power advantage. By the time Vivi can really start pouring it on (2x Reflect, etc.), Zidane will have taken huge chunks out of Vivi's HP. If anything else, Zidane would likely trance sooner of later and finish Vivi with the Grand Lethal Dyne ability.

Sheena (Tales of Symphonia) vs. Cinna (Final Fantasy IX)
Sheena gets the free win, eh? Lucky lucky. She doesn't even need her summoning abilities to beat the portly thief into submission.
Ursula (Final Fantasy IV: The After Years) vs. chaos (Xenosaga)
Hits harder and has much better durability. If she gets lucky and inflicts an errant status ailment on chaos, he'll have to waste a turn using Purifying Storm to heal himself. That will give Ursula the chance to keep up the offense and take him out before he can recover his HP.
Serion (Disgaea 2) vs. Lloyd (Tales of Symphonia)
Serion's magic immunity won't help him against a physical fighter like Lloyd, but at the same time, Lloyd's below-average magic defense won't be very effective at tempering Serion's magic attacks. Feels like this one could go either way, but I'll stick with my first inclination and say that Serion can withstand Lloyd's attacks better than Lloyd can withstand Serion's.
Drachma (Skies of Arcadia) vs. Lynx (Chrono Cross)
Hm. No all-purpose status protection equipment in Chrono Cross, eh? Hand of Fate's instant death should do the trick then. Barring that, Drachma is more durable and hits harder than Lynx does.
Xemnas (Kingdom Hearts II) vs. Harle (Chrono Cross)
Fun fact: Xemnas halves all magic damage, so Harle's Techs are only going to be half as effective as they normally are. She's going to need to beat him with her physical attacks, and given her poor physical strength, my only response to that scenario is a hearty laugh.
Geo Stellar (Mega Man Star Force 3) vs. Storm (X-Men Legends II)
I'm still not quite sure what to make of Geo, but I think he wins due to the "lol Storm sucks" factor. He should have the resources he needs to counter Storm's weather-based attacks.
Yukimaru (Disgaea 2) vs. Worker 8 (Final Fantasy Tactics)
Ouch! All of Yukimaru's best attacks are water and ice elemental, so Worker 8's magic immunity saves the day. She may be able to buy some time by silencing the bot, but he still has the definitive durability edge.
Zidane (Final Fantasy IX) vs. Vivi (Final Fantasy IX)
This match is funny. Zidane's physical attacks are just too much for Vivi's sub-par durability to handle. He smites the poor little mage before Vivi can do anything significant.

Sheena vs. Cinna
Hooray for Sheena! An easy win for her this time, as Cinna isn't exactly a powerhouse character in Final Fantasy IX.
Ursula vs. chaos
Ursula uses Tenketsu on chaos, and either instantly kills him or does a great deal of damage by either defense-ignoring critical or elemental weakness exploitation. Paralysis, confusion, or even poison status effects are just icing on the cake.
Serion vs. Lloyd
Tough to call here. Two specialty characters matched up against each other, and neither has a real advantage. Undecided for the moment.
Drachma vs. Lynx
Lynx has a tough match-up in Drachma. I don't think he will be able to take him down. Drachma is just a tougher, stronger character. Nice try though, Lynx!

Sheena (Tales of Symphonia) vs. Ursula (Final Fantasy IV: The After Years)
Some status or other should get the job done eventually. Ursula hits harder, she's faster, she's more durable...and oh yeah, Sheena kind of sucks.
Lloyd (Tales of Symphonia) vs. Drachma (Skies of Arcadia)
Even though Lloyd is a hard-hitting swordsman, Drachma is built like a brick wall. He shrugs off all of Lloyd's most powerful techniques and finishes him off with a well-placed Hand of Fate.
Xemnas (Kingdom Hearts II) vs. Geo Stelar (Mega Man Star Force 3)
His durability allows him to take a licking and keep on ticking. Looking through Geo's skill list, I'm not really seeing anything that will be effective at putting down Xemnas for good.
Worker 8 (Final Fantasy Tactics) vs. Zidane (Final Fantasy IX)
Worker 8's freakishly high defense should be enough to temper Zidane's blows. Even if Zidane does manage to go into a Trance, his best moves are physical in nature, so they'll still be going up against Worker's superior defense stat. Sooner or later, Worker 8 is going to turn Zidane into a monkey meat pie.

Sheena (Tales of Symphonia) vs. Ursula (Final Fantasy IV: The After Years)
As far as I can tell, Sheena has very low HP totals and she hits like a girl...in every sense of the word. Ursula hits for a ton of damage and has the defense withstand anything Sheena can throw at her. Of course, if Ursula was feeling particularly grumpy, she could instantly kill her opponent.
Lloyd (Tales of Symphonia) vs. Drachma (Skies of Arcadia)
Drachma hits harder and he can withstand just about anything. Lloyd doesn't have any magic that would pose a threat to the grizzled pirate, so in the end, Lloyd falls.
Xemnas (Kingdom Hearts II) vs. Geo Stellar (Mega Man Star Force 3)
Xemnas really isn't that powerful for a final boss, but he has more than enough to get the job done here. He is faster, stronger, and far more durable. Also, I think Xemnas can fly. Nothing in Stellar's bag of tricks will do much to help him.
Worker 8 (Final Fantasy Tactics) vs. Zidane (Final Fantasy IX)
I know Worker 8 has ungodly defense, but Zidane can still win this. Zidane comes into the battle with the Auto-Haste and Auto-Regen abilities turned on. Zidane also has a skill called Soul Blade that allows him to inflict a status effect upon the enemy depending on the weapon he has equipped. With The Ogre equipped, Worker 8 would be blinded, thus rendering his entire offensive arsenal useless. Of course, Zidane could just equip the Add Status ability and attack with the same results.

Sheena (Tales of Symphonia) vs. Ursula (Final Fantasy IV: The After Years) - I think Sheena needs summons.
Lloyd (Tales of Symphonia) vs. Drachma (Skies of Arcadia) - Drachma's really slow.
Xemnas (Kingdom Hearts II) vs. Geo Stellar (Mega Man Star Force 3) - Durability and magic-half.
Worker 8 (Final Fantasy Tactics) vs. Zidane (Final Fantasy IX) - SE says my thinking.

After all was said and done, only four competitors managed to fight their way to victory!
Ursula has defeated the spunky ninja Sheena 3-0!
The heavy hitting Drachma outlasted the wily swordsman Lloyd 2-1!
The evil Xemnas forced his way past the upstart Geo Stellar 3-0!
Finally, Worker 8 managed to outlast the thief Zidane 2-1!
Congrats to all four winners! To the losers: better luck next time!
Here are the quarter-final matches:
Ursula (Final Fantasy IV: TAY) vs. Drachma (Skies of Arcadia)
Xemnas (Kingdom Hearts II) vs. Worker 8 (Final Fantasy Tactics)
Voting will end Tuesday, April 13th at 11pm Eastern Time.

Ursula (Final Fantasy IV: TAY) vs. Drachma (Skies of Arcadia)
Ursula is quite a hard-hitter, but Drachma is built like a freaking bunker. Ursula is going to have to pound on him a good long time before she'll start doing any significant damage. Drachma may not be very good at magic, but he does have access to some basic healing spells to keep himself alive. Ursula's 25% healing likely won't be enough to compensate for Drachma's hard-hitting attacks either. I think the grizzled pirate eventually just wears her down and muscles past her offense. Alternately, he can always just hit her with Hand of Fate to let that good old-fashioned instant death get the job done (assuming there are no instant death blockers in FF IV: TAY, but there may be; I didn't bother to check). Whatever strategy he chooses, though, I think this match results in a victory for Drachma.
Xemnas (Kingdom Hearts II) vs. Worker 8 (Final Fantasy Tactics)
He's immune to magic and he has the physical defenses to shrug off Xemnas' attacks. Worker's instant death moves won't work, so he'll just have to win this one the old-fashioned way: pummel Xemnas until the Nobody is a bloody stain on the ground. And that's exactly what he'll do because Worker 8 is a godless killing machine.

Ursula (Final Fantasy IV: TAY) vs. Drachma (Skies of Arcadia) - Ursula's healing is loltastic. Drachma's slow, but unless you see Ursula as doubling every turn, Drachma gets the 2HKO before Ursula gets the 4HKO against Drachma's defenses.
Xemnas (Kingdom Hearts II) vs. Worker 8 (Final Fantasy Tactics) - God, this is a long match. Okay, let's start by explaining how I see boss durability. A boss is only as durable as the damage scale that he faces. For example, Sephiroth has numerically less HP than FF13's Final Boss by a couple million~. However, Sephiroth faces off against damages in the range of 5000~ from 3 characters per round (so roughly 15000 is the threshhold for how much damage he can tank per round... his HP is about 70K, so he lasts about 5 rounds on average). And FF13's Final, with its 3390000 HP (yeah.), is facing off against much higher Chain-boosted damage averages (average group of 3 PCs can churn out at least 1200000 damage with a full ATB bar)... so he only ends up lasting maybe 3 rounds.
Now, using the same scale to figure out durable Xemnas is, the best damage that Sora's group can pump out is Sora's highest Drive-form's combo chain, which can't even take off a bar of health, and Xemnas isn't hurting for bars. The durability there is just astounding, and even if you see Worker 8 as a powerhouse, he's not whittling through Xemnas' HP before Xemnas can poke him to death. Just way too much of a durability difference to me.

Ursula (Final Fantasy IV: TAY) vs. Drachma (Skies of Arcadia)
Drachma will simply outlast his opponent. Ursula is quicker and hits pretty darn hard, but the grizzled pirate will just take it and keep coming. If not, Hand of Fate should end this match in short order.
Xemnas (Kingdom Hearts II) vs. Worker 8 (Final Fantasy Tactics)
I have to give this one to Worker 8. He may be slower than Xemnas, but Xemnas is a weak anyway, and any magic that he does know is nullified. A few solid hits from 8 and this match should be over.
Alrighty! The semi-finals have roared to a close and we have our finalists! Ursula received a beating courtesy of the grizzled pirate Drachma and Xemnas got his pretty boy face smashed in by the heavy mech Worker 8 after a tough fight. So, the finals are here!

Drachma (Skies of Arcadia) vs. Worker 8 (Final Fantasy Tactics)
Unless I'm horribly misremembering a game I haven't played in a few years (which is a distinct possibility), monsters in Final Fantasy Tactics can't equip weapons and armor and stuff. Since he's classified as a monster, that means Worker 8 can't equip Angel Rings or whatever the accessory was that blocked instant death. As such, he has no protection from Drachma's Hand of Fate. Since that move is technically a physical attack with instant death attached to it, Worker 8's magic immunity won't protect him either. The salty old sea pirate wins this fight against the mechanical terror with good old-fashioned instant death. Also eyepatches. I'm sure that's important too somehow.

Drachma (Skies of Arcadia) vs. Worker 8 (Final Fantasy Tactics)
I am inclined to agree with SE here. If anything, Drachma can heal himself whereas Worker 8 can not. Hand of Fate should do nicely since 8 doesn't have any instant death protection.
Now that the voting is out of the way, our winner is:
http://www.hardcoregaming101.net/skiesofarcadia/drachma.jpg
Congratulations to Drachma from Skies of Arcadia for proving himself worthy of the title Best of the Worst. Though he won't be walking away with the championship that he wanted, Drachma still had some fun and enjoyed beating down various opponents. Again, congratulations to the grizzled pirate on his victory.
